Figures are New Mexico capital-outlay appropriations from caps.nm.gov (2018–2027), aggregated by realm from each project's Type. Appropriated is the amount authorized; expended is drawn down to date; unspent backlog is what remains. Newer appropriations naturally show lower utilization (projects take years), so read utilization alongside the appropriation year, not alone. Capital outlay is one slice of public spending, not an agency's full operating budget. This describes where committed dollars stand; it isn't a judgment of any project or agency.
